  3. Pour in the vegetable broth, lemon juice, and lemon zest. Add the dried oregano, red pepper flakes, cayenne pepper, salt, and black pepper. Bring the mixture to a boil, then reduce heat to low, cover, and simmer for 18-20 minutes.
  4. Remove the pan from heat and let it sit covered for 5 minutes. This allows the rice to steam and become perfectly fluffy. Fluff the rice with a fork, then gently fold in the fresh parsley and dill.
